Is JAMMS a government body?

No. Copyright including neighboring right is a private right. The owners of neighboring right are the owners of the sound recordings i.e individual record producers or record labels or record companies, not the government. However, the government, through Parliament is responsible for The Copyright Act and all amendments to the Act as deemed necessary. The Police Service is responsible for enforcement of the laws established under the Act. The Jamaica Intellectual Property Office (JIPO) can also verify usersí obligations and JAMMSí undertaking in the administration of sound recording rights.
